Our Programs
Program One: Emergency and Interim Housing
Emergency housing is the fastest path from an empty site to a safe place to sleep, for people who need shelter tonight rather than after a years-long process.
Interim housing fills the gap between crisis and a permanent home. Residents get stability, an address, and access to services while a longer-term placement is found.
HIC develops these projects and partners with cities, counties, and nonprofit service providers who operate them and deliver services to residents.
What HIC requires: The operating partner must have three to five years of service funding committed and appropriated, verified by a board-adopted budget or executed contract, before HIC breaks ground.
HIC's leadership has seen what happens when a project opens ahead of its funding: residents move in, and the support isn't there, or it stops partway through. The funding environment makes that risk worse. Federal voucher policy has tightened, all seven of California's largest cities and counties face budget deficits, and pandemic-era relief funds that paid for service contracts have run out.
Program Two: First Rung Housing
First Rung Housing is permanent rental housing for working households earning 30 to 50 percent of area median income. It's the first rung of the housing ladder for working people, and the one almost no one builds.
The reason is simple arithmetic. Conventional projects are financed with debt, and rents at 30 to 50 percent of AMI can't repay it. Developers either skip this income band or fold a handful of these units into large, heavily subsidized projects that take years to assemble.
HIC takes a different approach. As a nonprofit, it builds First Rung Housing with philanthropic capital. Without a loan to repay, rents only need to cover operating the building, which puts homes within reach of households the market has written off.
